"The time has come to draw the close economic and financial interlacing of Europe into stronger political integration. It is becoming ever clearer that the logic of the 1993 Maastricht conclusions has proven right: the economic and monetary union amplifies the pressure for a political union.
We must now summon the courage to take further steps towards integrating into a political union. In Europe too, we must shore up our democratic and structural responsibilities; we must move forward decisively with the work of continuing to build our European house."
